Personally i would say there is no benefit to have 13s unless you cannot have 14s due to voltage limits in the inverter. For most 48V systems the 14s suits better. Most MPPT controllers take up to 140VDC voltage input and most of us use 60cells or 72 cell panels. Generally 3x60 cell panels works best in series for most those systems.

48V lithium-ion battery is made by combining multiple lithium cells by connecting them in series and parallel, because the efficiency and life of the battery is not very good if the manufacturing of a single cell is a 48v lithium battery.
Most battery builders use a one size fits all case. A lower capacity pack will just have fewer cells or the same number of cells but lower capacity. A 13ah 13s5p with 2.6ah cells will have 65 cells total. a 15 ah 13s6p with 2.5ah cells will have 78 cells total.
