Dozens of residents took to the steps of St. John's city hall on Monday to support residents of the Battery neighbourhood who are frustrated by bright lights on a homeowner's property. (Ted Dillon/CBC) "People are still suffering all over St. John's because the city has no way to do anything about this," said Smith.
Smith called the lights a city wide issue, noting she and the city have received complaints that the lights can be seen from residents on Prescott Street, Pennywell Road and other areas around St. John's.
(Mark Quinn/CBC) The mayor of St. John's says a bylaw on nuisance buildings — which includes lighting — does not apply to a resident who is shining bright security lights at neighbouring properties in the Outer Battery area of the city.
The city says it hasn't had the lights in question removed under section 377 of the City of St. John's Act becauseit does not have jurisdiction over public health, nor does it have staff who are experts in public health who could inform council on same.
Neighbours pleaded for help from the City of St. John's, saying the lights were disrupting their lives and mental health. But the city balked, saying it couldn't do anything about the issue under current city legislation.
